How much memory
Squad runs 100-player layers on large maps. Eight GB will boot a server, but a full match on a big layer is comfortable on 16 GB, and that is the plan size to start from for a public server.

Admin lists and layer rotation
Admins.cfg, LayerRotation.cfg and the rest of ServerConfig are plain files you edit in the browser or over SFTP, then reload or restart from the console.
